Can I use regular artists acrylic paints to paint a wooden stool? If not, what type of paint should be used?

Yes you can and I think it is the best medium for the job. First coat the area to be painted with a primer, an acrylic flat white latex paint will do (or acrylic gesso), then you do your painting. After the paint has dried, maybe around 2-3 days, coat it with Acrylic Emulsion (you can buy that in a hardware) it will protect the painting and add some gloss. If you don't want it to be glossy then few coats of a matte fixative will do (you can buy that in art stores). Can I use regular artists acrylic paints to paint a wooden stool? It's alright by me.

Unless you're not going to actually use the stool for anything, I'd go with regular enamel paint...comes in good bright colours, is durable, has a little glossy finish [if you get that kind] and won't chip or flake or fade. Acrylic 'artists' paints are for canvas, boards, walls, etc., and won't be sat upon or stood upon or have stuff perched on top of...so go with enamel, possibly finished off with polyurethane as final touch sealer. Be sure and prepare the wood before putting on the enamel--a little primer will help seal the wood and assure a nice finish that will last....sealed wood doesn't suck up paint the way unfinished will. Prime, paint, seal...ENJOY!
I have used acrylic to decorate wooded furniture I have put either a matt of gloss polyurethane varnish on top to make it hard and protect the finish
You could but it may chip after time, as it dries as a plastic like material.

Try it i'm sure it'll look funky!
